on Mumbai Blame Game

Posted on 15 December 2008

First of all the attacks of Mumbai are not justifiable in any law or code of conduct. The accident had far reaching implications at regional level as well as global international relations. Sour of Pak-India relations, hostile nuclear South Asia, continuous expected blame game, damage to Indian national interest, and impending Hindu-Muslim conflicts in India are some of the aspects of this crisis. Its a fact that United nations has no agreed definition of terrorism which can prevent a state to intrude militarily in another state to achieve absolute gain. Most of the part of war on terr, Iraq issue, is carried out without the permission of united nations to do so. But here we see Mumbai attacks as an act of “terrorism” as it is justifiable by any definition of Indian law or moral code of conduct. Who carried out these attacks? it’s a big question and everyone is blindly giving statements. Let’s evaluate some blame game possibilities.

One possibility is those were militants from Hayderabad Dakan because the terrorists have themselves admitted that on the media interview. It is true that Hayderabad Dakan had seen worst Hindu-Muslim riots and communal killings and nowadays there are many militant organizations are operating there. The culture of grievance, culture of violence and ideological clash (two nation theory) which are called as the three pillars of terrorism have deep roots in Indian hayderabad. So, a terrorism from from Hayderabadi militants is very expected.

Second possibility is the terrorists were from Pakistan and ISI is involved in this operation. This is a least vigilant statement at this time. Pakistan is suffering from internal as well as external problems. Situation in FATA, economic crisis, energy crisis, judicial crisis, and global war on terror are some of the problems which Pakistan is facing nowadays. Military of Pakistan was even not in a position to protect her former chief Pervaiz Musharraf in this crisis environment. On the other hand peace process with India was moving in a right direction. Development of trade links by road, CBMs in Kashmir, joint anti terrorism system and cultural exchange were normalizing tensions between India and Pakistan. Under these situation Pakistan would be least interested in caring out such an attack which will give India a license to wage another war with Pakistan.

Third possibility is that India herself carried out these attacks. These attacks has put India in a position to strengthen her stance on Kashmir. Muslim struggle for self recognition can easily be called as a terrorism now. Muslim minority can now easy be persecuted in the name of so called clash of civilizations. Pak-India rivalry has reached to a point where India can tactfully label Pakistan a state sponsoring terrorism in India. In short, India can gain much from this accident. But in my opinion carrying out such designs at the cost of own people is less likely in a democratic setting. So, India should be given a benefit of doubt.

Fourth possibility is that united states is behind these Mumbai attacks. Some people are of the view that there is a growing nuclear cooperation between Russia and India nowadays. It’s in media that Russia and India will ink their nuclear deal on December 5, 2008. By this nuclear deal Russia will build four nuclear reactors in India. This growing cooperation between India and Russia as well as prolong delay in third stage of Indo-US nuclear deal (which states that India will send troops to Afghanistan) is the reason which forced US agencies to carry out such attacks. This is just a possibility which is echoing in literary circles and nothing can be said for sure before investigations.

This is all blame game and nothing can be said to exactly who was responsible for these attacks before proper investigations. In my opinion militant groups from Hayderabad is the most possible reason for Mumbai terrorism and Pakistani involvement in these attacks is less likely.

Attacks on Mumbai is a three tier game from US, Al Quida and India. In a time when one is suffering form fever can think or select it for others? When your own house is in sky rising flames, can you think for spreading those to your neiboure home? The most logical, resonable and appropriate answar of these question will be no. Then who is behind the Mumbai attacks, surely those who got benefits from it or at least tried to do so.

The fist beneficiary of the game is United States, who will never want to see these neighbouring countries in peace and tranguility. Peace of South Asia will reduce the dependence of these countries on the U.S weapons. There will be no need of indirect US diplomacy which is increasing their interest in the region.

The second beneficiary is Al Qaida who terrorist are in grip of Pakistani army on western border. It tried to divert the attention of Pakistan Army to the western border to make it’s way easy toward their so called enemy.

The third beneficiary is itself the victim of the attacks. The opposition extremist in India can use these attacks as a driving tools in the upcoming election. The governament of Indian can use it to tarnish and valify the image of Pakistan and isolate it from the world.

Whoever the guilt is but it is crystal clear that there is no advantage to Pakistan from such masscre and therfore there is no involvment of Pakistan in Mumbai attacks.

@ Wajid Ali Khan, you are right in saying that because of this incident Pakistan had in fact no benefit. India is the most beneficiary of these attacks. Their tools of diplomacy were activated in such a way that the almost proved Pakistan sole responsible for this attacks.

@Shahrukh Nadeem, This is what I mentioned in my CSS interview as well. Our Diplomacy needs revival.

This is agreed on all hands but as a citizen what we can do as a diplomat. Remember ” be the change you want to see”, everyone can share hand in responding every fallicious propeganda against our country. If you are an expatriate you can change the mindset of your colleagues and people interacting with you in any way, if living in your own country, then always support those who you may consider capable to tight such tides.

So far the current diplomacy is concern that are always engaged in posting at lucrative position, sucking the blood of poor tax payers, misusing the national wealth in foreign countries. I read a lot in the last few weeks about the plight of Foreign Office in the last two week, depicting a dismal pictures of posting, shortage and promotions. The time has come when everyone should take active part, for a positive change keeping in view, only the interest of one country and nothing else, whatsoever, otherwise will get doom.
